I disagree. Military contractors are limited in number. The government supports a limited number of contractors in order to support the heavy R&D involved in weapons research. In return for being one of a limited number of suppliers, companies assume a higher duty of honesty. The fact is the military can get reimbursed if they discover the overcharges. But just because they aren't discovered doesn't mean that the company "deserved" to get it. it is still fraud. Just undiscovered fraud.
