They are. Cellnet. Early on pioneer of wireless data and financial transactions using a GSM Mobile with Barclays Bank. Early adopter of dual slot handsets (SIM & private label smart card) for this purpose. Reference to that here (and several more on Motorola's site):

BT intends the earliest possible deployment of GPRS and talks about further upgrades to their existing GSM network, but are bidding strongly in the UK 3G auction. They have been under pressure for anti-consumer practices and reticence to adopt effective internet technology*, so their concern is less with provision of superior service to their customers --(and country, unlike China which clearly recognizes the full value of a great communications system)-- than fear of loss to competitors. Doesn't an EDGE upgrade and slowed movement into 3G seem less likely everywhere in the world with this powerful auction happening in the UK?
