It could be right if somewhere in the past you had set your system up to empty the folder each time you shut down. Don't remember the exact steps but know it can be done. Yeah for some reason that little program makes SI pages load quick.
Also check under C:\Windows| Temp internet files. Some of the cookies are probably in there.
