It is extremely tough to get a job with the DOJ. Need to be from top law school or top of class, and often a clerkship with a federal judge is desired. Tough jobs to get and bright people go after them because the work is quite interesting.

Wrong to assume that DOJ attorneys are dumb. Quite the contrary.

Now, as to the 19 hyenas who are the state AGs suing MSFT, I think you can assume that they are not necessarily smart (although there may be a bright one or two who slipped in) and universally politically-driven.
