Tom you reading of it is as i've read it too. the govt's reaction was far from desirable, but alas hindsight is 20/20.

Don't forget also that even during the 1920's most of agricultural Amrerica was in its own depression. And back then, the number of workers and small owners in agriculture was huge compared to today.
