Cricket Portfolio Expands to the Northeast

SAN DIEGO, April 3 /PRNewswire/ -- Wireless communications carrier Leap Wireless International, Inc. (Nasdaq: LWIN - news) today announced
that it has signed a non-binding memorandum of understanding to purchase PCS operating licenses in Buffalo and Syracuse, N.Y., for an undisclosed
amount. Leap expects to finalize a binding agreement by May 1, 2000. The agreement, if executed, will give Leap the right to add approximately two
million POPs (potential customers) to the Company's holdings for use by its domestic subsidiary, Cricket Communications, Inc. The acquisition will be
subject to certain conditions including approval from the Federal Communications Commission (FCC).
