Absolutly not. It seems ridiculous to think that the CEO's of competitors would be involved at this stage. There is so much work to even get a settlement accepted and these CEO's would have their chance to be heard then. No this looks like negotiations in bad faith on the gov't. I admit my own bias and think that we have a group of untrustworthy scumbags working on the government side of this case.
