RE: IMO the concerns that DELL would have for further chips would be resolved with this chip from IBM.
I am confused by your linkage of IBM chip technology and DELL computers. Do you imagine that DELL will bring out a line of PowerPC based systems running AIX or LINUX? IBM does not manufacture any chips which would support the architectures DELL sells. Even if IBM does some manufacturing of AMD based designs (which seems unlikely at this point given that AMD has their own copper process), DELL would still have to buy those from AMD...

Hey, how do we know their engineers aren't currently working together?
