OTJanet Reno ... refuses to appoint an independent counsel
Considering the last independent counsel gone wild I can't imagine she would be foolish enough to appoint another, for any reason on any official. Even the guy touting the counsel admits there is not likely to be any wrongdoing found, just another 40 million dollar fishing trip. Time to leave the elections to the voters.

Why does she intercede in the Elian Gonzalez issue
She doesn't. What she is doing is letting the INS handle the case as they are authorized. Perhaps you are asking "why doesn't she intercede?" and I would guess it is because the INS has made the correct sensible ruling when the only surviving parent, who by all accounts a loving and caring parent, has stated his wishes.

integrity Yes

Do you believe she is a pawn for her bosses at the White House?
No, she is an appointed employee of the White House and I think she has found a reasonable balance of independance and loyalty.
