From the WSJ re: a discussion we had a couple months back:

"A Nasdaq spokesman confirmed that there is no circuit-breaker rule tied to point declines in the Nasdaq composite. Instead, the only rule in place is the Dow must fall at least 1050 points to halt trading temporarily on the NYSE. Should that occur, the Nasdaq would also halt so the markets are coordinated."
