The policy must be (and is) to make every API available. Sometimes some may not be done promptly, but that is because of resource constraints and not because of some grand design. After all they want developers to use the APIs and build products for Windows. In Windows 9x and NT, you can replace all device drivers, the Shell (look and feel), the browser etc. The claims of the government and Microsoft's detractors to the contrary are ridiculous. If someone doubts me, I could show them how the end-user could change the shell. It is super-trivial, there are APIs to do it.
In fact, by including all the internet functionality into its OS, microsoft is allowing the developers to program to a whole new interface, one that is not controlled by Microsoft. Microsoft's JAVA VM support is better than that of Sun. Has Sun tried to make their Java support the best that can be for Windows ? No. I contend that it is not because of Microsoft's practices, but because of Sun's desire to kill off Windows. Marc Andressen, founder of Netscape, has said the same thing...
