My state will divvy it up county by county and set up training programs for those who qualify on the basis of income (low or none). They will provide economic incentives and support to those who participate (job training, economic support, child care, etc). Like planned parenthood and drug education programs it will completely wipe out the problem...well anyway the people employed to run the new social service will have an income. And the gap closes.

It's bad enough that they put a gun to your head and steal your money, but do they have to turn around and mock you and tell you how stupid you are for not being able to hold onto your money?
