Nothing magic about 1:00 PM. The traders returned from their 3-martini lunches and felt, well, euphoric again about the world and themselves. <g>

On a serious note: if you examine historical market data, you will find that, frequently, the day low would fall between 12:30 - 1:30, give or taken a few minutes.

I believe it makes a lot of sense to have something on the order of that. The market is way to important to our economy to have it fall totally apart.
