Idiot originally was a clinical term used to define a mental disability below the level of Moron which was a person with a mental disability at the trainable, but not educable level. I presume you are calling people idiots who are not using the skills they were trained to use or the intellect they were given by nature. Please explain what a smart user is and why there are 60 of these for every one that is not acting on behalf of their developed skills and natural intellect. Feel free to site your sources.

You can't drive while intoxicated on ANYTHING- that's an easy law to write- just set blood concentration limits- and then, obviously some things you don't want people taking at all when they drive- like LSD- but that's about driving, not about drugs. Different issue. You shouldn't be taking some over the counter cold meds when you drive either.
