Lower is better. Real computer architects would cringe of course. They do thousands of tricks to optimize performance for their pipeline.

Most of these tricks have the net effect of slightly increasing IPC, and heavily impacting MHz. Most architects will gladly trade off 10% clock speed for 1% architectural performance gain.

This is of course not true for the brains behind Alpha, P6, K7 and Willy. It is sadly true for PowerPC, Cyrix and K6.
