GV, Dell said in their conference call in February the restart in post Y2K orders were below expectations and that Dell did not predict this.

They also pointed out from talking to customers that sales expectations may take into mid to late March to get back to expectations. That is the current quarter.

As for component issues Dell said recently they are back to full orders but it wasn't made clear when that did happen.
As of the conference call in February (which was the beginning of the current quarter) the chip problem was still there but being resolved so there would be an impact on earnings as opposed to an environment where chips were in plentiful supply.
