Since no one else has answered you, I'll give you my two cents.

If your broker operates that way (some do, some don't), then the only good explanation would be that the market maker had to wait for an uptick (or upbid, on NASDAQ National Market). Otherwise you should (and I generally do) get immediate execution. If you have real-time quotes or time and sales on NASDAQ, watch the best bid, its last move has to have been up, otherwise a short sell can't be executed.
