Drugs, alcohol, chocolate, coffee -- none of these are addictive unless you have an "addictive personality"... or perhaps, are predisposed genetically towards addiction? As far as substance abuse, one can abuse cocaine, hashish, prescription drugs, alcohol, cola drinks, food, even sex.

Native Americans' troubles stemmed NOT from use of tobacco, peyote or even alcohol, but from the oppressive American government that backed a program of systematic genocide and empty promises -- murdering many and eventually herding the surviving proud peoples onto lands that, for the most part, were worthless "no man's lands" that white settlers didn't want and which would "get the savages" out of the way.

Another example of how the preamble, "We take these Truths to be self-evident: that all men are created equal..." was ignored. Black individuals were tagged as savages or "animal men" and thus were disenfranchised because "obviously" only MEN were created with equal rights. Native Americans were "noble savages" that had to be dealt with by metaphorically sweeping them under the rug. What a different country we would have today if the Africans and Native Americans were treated as American citizens from 1776 forward with the rights, respect and honors due them!!
