Dave,

I would tend to think he broke some sort of law or rule somewhere (other than employer's policies), but apparently not. I say that because it looks like the company was able to negotiate a settlement, and no mention is made of any penalties being assessed or laws being broken. I'll have to research this further, or just presume that this is another instance of rules that apply to the national markets (such as NASDAQ, AMEX or NYSE) and do not apply to the OTC-BB or pinks. I have no clue at this point, though...
