A "reasonable man" might, indeed, find it intimidating (I have strong hands). But suppose that he knew I was not the sort to hit him, and that I persisted in the harassment? Would he be able to call the constable, or at least use the provocation as an excuse for decking me?

This is an interesting question. If you persisted in the harassment, there is reason for complaint in that you are impeding his right to continue about his business.

I am a bit puzzled by this construct: Why would you threaten someone in a way that the person knew you had no intention of making real? This needs clarification before I can address the question of whether the provocation should be any sort of excuse for violence toward you.
