When did these price targets start?

Price targets have been around for quite some time, but the real eye-popping ones became really noticeable with Blodget's $400 target on AMZN. Merrill has specific ratings/upside potential guidelines and even a field in their stock database and report template for a price target but few of the guidelines seem to apply to Blodget.

I would argue that the majority of Merrill Lynch price targets on Buy-rated stocks are determined by adding 20% to the previous close. And more than occasionally, unworkable targets are initially revised to some acceptable level by someone other than the analyst.
