It is illegal to operate an internet gambling site out of the US or Canada. The government has gone after operators, but not customers.

The proposed bill will force ISPs to bar access to internet gambling sites other than horse racing, jai-lai and dog racing. The Pease amendment to the Goodlatte bill eliminated on-line lotteries as well.

Again, there will be no law against gambling on-line, but it will be illegal to operate out of the US or to facilitate access to off-shore sites through US based ISPs.

That's to the best of my understanding.
