"as long as that person is not imposing risks on others."
That becomes a judgment call too. When I drive, I impose unavoidable risks on others. When some guy I don't know crashes his Harley into a tree somewhere else, I share the cost in terms of insurance etc. Establishing a standard for what is acceptable risk is difficult. Freedom and security exist in constant tension.

NOTE from a lurking Rambi--
this is really an amazingly respectful and intelligent discussion. Thank you all---
The topic is of great interest to me right now-- having a freshman in college who is in that not quite adult, but too close to really be considered adolescent any longer stage.

I recently wrote the VP of Student Affairs about policy and philosophy and parental concerns and received a gracious and detailed reply.
Of course it all comes down to the developing of personal responsibility and just how we (parents, colleges, government?)can best effect this. How much control do we really WANT to assume over others?
I really appreciate all the views being presented!

<<...as long as that person is not imposing risks on others.>> I know, its the victimless thing. I really wish I had peace with that idea, but I don't. I honestly feel, we are all one community. I don't mean that in a mushy way because there are plenty of people I steer clear of and want nothing to do with. What I mean is when someone is destructive even self destructive, the rest of us do become recipients of at least a portion of the results. It is possible to go your own way and block out responsibility for societal ills but that doesn't mean everyone else can do the same.
