I do not know of examples of jail, but I do remember "carding sweeps" even in NYC. The penalties usually fell on the establishment though. However, in some of the rural areas that I have visited, I noticed a far more punitive attitude overall so I am willing to give the instance the benefit of the doubt. Moreover, having known Steven for quite a while, I have no question that he is recounting the incident as he was told it; whether there was more to the story than he was told, neither he nor we can know.

I have also witnessed the kind of behavior that you describe. Unfortunately, the perpetrators are usually of age and all too often do not even have the excuse of inebriation. They are just plain rowdy louts.
