UMTS is MUCH broader than Europe or ETSI, IMO. UMTS is also the (standardized) Asian version of W-CDMA. Japan is a key player in 3GPP and UMTS Forum. Japan has been at least peripherally involved in UMTS from the initial UMTS draft published early in 1997 by 3GIG. 3GIG gave way to 3GPP. ETSI's role has changed. 3GGP has the UMTS ball (ETSI has adapted).

Both versions of DS are accounted for by the UMTS Forum and 3GPP (or at least I am under the impression that the proposal submitted by 3GPP to the ITU accounts for the variations). My impression is that the 2 largest infrastructure providers of the world are able to deal with these variations and provide relatively seamless interoperability between them.

I seems to me that 3GPP2 is sitting off in a lonely little corner of the world and scrambling to do what is necessary to harmonize cdma2000 so it is acceptably interoperable with UMTS (UMTS/UTRA DS & TD). OHG seems to be exerting all possible pressure to make this happen. Several of its key members have their feet in both camps, and they seem to be dedicated to getting on with 3G, at long last. It would not surprise me to see CDG accept 3GPP's terms of admission, join up, and let 3GPP2 disappear. This is hardly guaranteed, however, but events are moving quickly.

All of this is just the impression I am getting. It is not exactly the way I would have written the script to insure an outcome to my liking, but it is my amateur interpretation of current events.
