Steve - I believe that sales are handled through two different groups at MSFT - OEMs are handled by a special OEM group, while sales to others, including MOLP, DSP and other distribution for small manufacturers are done by the worldwide sales organization... so I guess it is possible that prices for the second class of sales could differ on a country by country basis, in fact it is logical. I know that MSFT can be pretty disconnected between business units... let me know what you find out. All of my experience in that area is US operations.
