You misread and/or missed the point of the article. Gore is putting distance between himself and the rest of his Castro pandering administration. Don't think Castro would want to reward that. More is at stake in this than the fate of one boy and family. Robert Novak suggests this is all about normalizing relations with Cuba. The boy's arrival disrupted the original plan so now plan two is to play the Miami Cubans like fiddles and try to make them look bad to the rest of the country so as to marginalize their influence which (of course) would be applied against any attempt to normalize relations with Communist Cuba.
