limit down....
they have to protect the folks playing all commodity futures....if they lock limit down....that means nobody is selling/buying till they settle any open interests/trades...
it is kinda like a stock opening down 10 dollars from the close(to grasp a concept)....of course...they could also trap a seller in when lock limit up....but...in the case of the nasdaq tomorrow...odds are more in 99% in favor of locking limit down...
