Yes I remember that. His balanced budget plan was to have the budget balanced in I think 2004, with some 90% of spending cuts happening after he left office.

Just because Clinton has taken credit for the surplus doesn't mean he deserves the credit. He increased taxes, but that's like the compass pointing north. You don't give compass credit for pointing north. It's just a natural reaction.

He was prevented from the other knee-jerk reaction - spending like crazy - by the budget agreements agreed to during Bush Sr. presidency, and by the Republican Congress.
