I give Clinton and Gingrich about equal credit. They both took very unpopular stands about the budget which cost them severely. Gingrich was booted, and Clinton barely survived.

I agree, but you give to as much if not more credit to Bush Sr. and George Mitchel (sp?)

The budget deficit has gone from life threatening to non-existent.

Life threatening is a little bit of an exaggeration. The deficit has been declining since about 1985 / 1986, interrupted only by Savings and Loans Bailout (some 500 billion) and an economic downturn caused be the Iraq war / cost of that war. Military spending cuts were well under way. You have to separate the rhetoric by the media (extension of Clinton's 1992 campaign) from reality.
