Dear Jozef Halada:

One of the Wisconsin Representatives, Mr. Ryan of Green Bay, wants to use all the surplus to reduce the debt. He wants to further cut spending beyond what everyone else wants to do. What can the government do after all the "Publicly Held" portion of the Federal debt is paid off? About $2 Billion of the Federal debt is held for the FICA and Medicare trust funds. Do you think the government should buy state and local public bonds and then high quality corporate bonds once all of the Treasury Bonds and Bills are paid off?
