No, neutrality means if any groups unrelated to education are permitted, then religious groups cannot be forbidden just because they are religious groups. If a religious groups gets together to launch a jihad, it should IMO be forbidden.
We just had a wonderful example of religious neutrality out here. A group of students carved a statue of Kaneloa (the reputed Polynesian discoverer of these islands -- thought by some to be a god) and planted it in front of the school. A Christian minister called up the superintendent and asked to plant a cross. The super ordered the statue removed. Yet we have a really ugly Saint Damien in front of the state capitol.
