Yup... it's funny, people get so torqued up about insider selling, even when it is not a significant percentage or by a significant number of people. Yet, here we have a fairly significant buy occuring after the stock has already run up 400% ($4 to $20 level) and no one is screaming - well, except you! :) People sell for all kinds of reasons, they buy for only one reason...
