"People who think that stocks will go down"

Good players have found that what they think is not important, the performance if the stock is the important thing, and will manage their buyin according to stock performance. If it goes up they must sell to take profits, if it goes down, they must sell to cut losses.
Buying is a different story, many buy on "NEWS", many buy on technical analysis. The optimal time to buy MSFT was in the 80's. At this stage investors better take what they can get in any given time frame. JH
