Your observation stands in timely contrast to today's announcement by T that they will be increasing their cable television service rates by between 5 and 20%, which will likely mean Media One's rates will be going up as well. Managing the discslosures of spending plans for upgrades, or whatever, has got to be something that is timed properly, I would suspect. I say this, given the likelihood of consumer outcry and regulatory grief that operators must come to expect anytime they either announce an upgrade plan, a new set of services, and ultimately the rate increase that will be needed to support same.
