Elian's father should have gone to Miami, day one, to get Elian and to return to Cuba with him. Instead, he allowed others to care for Elian, who was badly in need of love and understanding. Where the hell was he!

Of course they are stalling. They realize that Elian's father deserted Elian. They have also formed a bond with Elian. Who would want to turn Elian over to an "absent" father who showed a lack of real concern, even when his son could have been dying only 90 miles away.
