There are lots of ways to get access to various TV/Radio stations. Real Network has their urls, there is also V-Tuner.
Yes, quality is rather poor there too. Broadband should change everything.

I can not find anything. Do you remember WHO provides the technology to get foreign tv stations? Did they mention any names?
