Chris, you are right to draw attention to the results since the date of publication, as opposed to the first of the year, as this is useful information in a practical sense. But it is also relevant to measure movements since 12/31/99, because the original published upside/downside forecasts were stated in print as "measured from the December 31, 1999 closing record levels". Everyone who read the recommendation knew up front, before a single share of stock was sold, that this was the benchmark, so it is not a case of after-the-fact shading of the results.

In my view, both methods of tracking the results are of value: the former, for determining the actual financial results when Bob eventually goes back to 100% invested, and the latter for evaluating the accuracy of the forecast as originally stated.
