Since the average user does not install software, wants the computer to behave the same way over and over again and prefers remembering how to do things instead of understanding computers, yes, I do think that Linux based systems are easier to use. Additionally, I always tell new Linux Desktop users, that "You cannot break anything or mess up anything. Just go ahead." I wouldn't give Red Hat Linux to my mother, but Corel Linux is definitely easier to use than Windows.
