The prelim is the only collective number available to any interested party - retail investors, institutional, Semi or for that matter the companies themselves.

As I understand the process, individual companies submit their sales / bookings to the auditor who waits until he's compiled a sufficient quorum or the targeted publish date whichever comes last. At that point, a Prelim number is issued. Additional results continue to come in and go into the next month's Revised number. And finally, the remainder of the results or any other corrections get published a month later as a FINAL.

So you can look at the Feb number as Down relative to the Jan number. And I'll still tell you that you're right if you're only concerned with the magnitude; but you're really comparing a cauliflower with a broccoflower. They resemble each other somewhat, but they're not the same vegetable.
