MSFT will give you numbers of how many copies were forced onto OEM machines.

What they will not tell you is how many copies were removed from those machines by the corporate IT departments who replaced them with installs of WinNT already site-licensed.

That's a numbers manipulation for PR. The real numbers come from IT surveys which show poor adoption of Win2K.

That's like when MSFT salespeople tell you that WindNT has a ClassB security rating (pretty high).

What they don't tell you is in order to get that rating, the server had to be in a locked room, disconnected from the network with no outside lines connected to it. (I got that from my NT instructor).
