Yes, if they needed the $ for day to day living. But most people can go for some time without it, and by the time they do need it, the markets have recovered. Its one of the advantages of being at the end of one of the longest economic expansions in this country's history.

For a true bear market, I think that fundamental economic indexes have to be in the toilet; growing unemployment, slowing capital spending, wage stagnation etc. These are not the conditions in this country right now.

My life saveings are in the stock market (if you include my 401K as well as my online account), but it wont effect my spending any. Ofcourse my life saveings at this point are less then 2/3s of my anual income..
