I've been playing the market for years and there is always a bottom. The absolute safe time to buy is when the fed switches to neutral, or even announces a cut in interest rates. It is nice to have most of one's money in CD's and only invest a small percentage in the market. I will add, it is times such as this when fortunes are made, and if I were looking to get rich and were a real gambler, this is the time to "PLAY". JH
