i think it's a myth.

i do think there are probably phone call encouragements that take place, etc. it is legit to me that the government doesn't want chaos in anything whether it is the financial markets or the streets of miami over a little cuban boy. so in a sense there may be a ppt that could keep an eye on markets and call and reassure big players that the discount window remains open, etc.

but a slush fund that buys spoos? nah.
