I don't know the answer, but as a guess, I'd look at the chart of CSCO stock price over the last few years. As the reward of owning this stock skyrockets over the years, so must the pain of NOT owning it. With the recent appreciation in which CSCO shareholders participated bordering on spectacular, our TMs must be literally writhing in agony. They probably recognize the last two weeks' price action as one of those rare opportunities to have current events support their idiotic ranting and they're deeply committed to exploiting this opportunity fully. (Others are buying shares at reduced prices: Guess who'll emerge ahead!)
