Scumbag, they (Clinton and Congress) just expanded the use of the off-budget appropriations, especially the "emergency appropriations" to offload the deficit numbers. See chart:

There's no surplus. Last year was $ 130 B in the red.

Gee, you must be asleep or on the government payroll! I note that your reply was on April 15, (the day most of us have to file our tax returns). Please note that this administration has imposed the highest tax increase in the history of this country. Now that they have the largest surplus do they pay off the debt? Give back some of OUR money? or do they expand the pork spending!! Don't look to the the news media to answer this question. By the way for us tax payers we don't reach tax liberation day until the middle of May. (The day we stop working to pay our taxes.)
You should take some time and look into the Constitution and let us all know where it allows the Government to confiscate our personal assets to be used by the Pol's. to buy votes by giving it away to those that did not work to earn it? or to other countries so their offical's can retire wealthy? Do like the idea that you worked so Id Amin can live in luxury?
