I think that the US Trade Reps are trying to use Qualcomm's quasi-monopoly on CDMA to bargain with countries like China and Japan to open up their markets for Telecom. Obviously, there is likely to be a reaction by those countries to go back into their cocoon. Qualcomm has become a pawn in this game.

Chinese are using adoption of CDMA for negotiating WTO status and for getting favorable royalties from Qualcomm. It is possible that DDI and NTT are also trying to squeeze out a better deal from Qualcomm just like the Chinese seem to have done. Tero of course claims that DDI and NTT are gathering behind W-CDMA because of its technical superiority.

I think supporting W-CDMA is also a way for established wireless providers to acquire more spectrum, which will always be needed at some point. W-CDMA gives them an excuse to acquire that spectrum now, CDMA2000 does not provide that excuse. Somewhat similar to the spectrum allocation for HDTV. For several years the broadcasters are going to hold on to spectrum for both regular and HDTV.
