umbro, that falls under private sector debt as well...households and corporations.

btw, with the stock market falling and interest rates rising (rates on corporate debt are way up), i expect stock buybacks to dry up considerably. i don't have the data for '99, but in '98 125% of reported profits were used for stock buybacks. that explains how IBM's balance sheet for instance managed to basically go down the toilet in the space of 4 years. the one thing that's been growing fastest on it was the debt portion.
a bear market coupled with a private sector debt wipe-out will ultimately make short shrift with the 'budget surplus' as well.
