The best way to get along in life or politics is to stay out of harms way and let your joe boys and girls handle the dirty work. Castro must have purchased information, pictures etc.. of either Clinton with or Gore for them to abdicate their leadership roles. Gore initially was pro-Elian and now he won't say anything at all. Clinton who is practically anti-law is assuming the aw-shucks gotta listen to Reno line and safely hiding behind her. Reno will of course do what ever it takes including using force because that is what really turns her on.
