I can confirm that Arizona has LOUSY cell coverage. IF you can get it, most of the time it is analog. ANALOG! Nothing on the reservation.

When you consider that basically no one lives here outside of three metro areas then it's understandable. You can get digital coverage in Phoenix Metro, Tucson, and Flagstaff, plus digital coverage along the I-10 corridor between PHX-TUC. This probably covers 95%+ of the Arizona population. Elsewhere it's analog, if available.
